Rosarito Mayor Hugo Torres gave a recognition plaque to Bill Herick, from the Rancho Santa Fe Rotary Club, thanking him for his support to Rosarito since 1984. Bill participated in the construction of the Primo Tapia Red Cross Unit and has contributed to the community in many other ways such as building an elementary school in a rural area of Rosarito Beach.
